Read UDL from laravel

In the past I worked with java and I used to read the data source information from a .udl file, now I'm trying to start on Laravel and the question is, is it possible to read a udl or any other extension file and then use that info to set up the environment variables? And if it can be done, do I need a controller to read it? Thanks in advance.
