How to send Bulk Email/sms in short time using gearman in php

I am using laravel 5.6 I want to develop a system where user can send bulk email/sms. i want to use most updated technology to send all email within short time. so please anybody help me to do this job in best way. anybody can help me for doing smart coding structure + best design pattern smart technology + smart way. another thing is i want to debit some balance from user panel when sending email/sms. the main thing is want to send sms/email within a short time. My server is Linux. I am used to cron job + gearman + laravel queue job. But not expert in this section.
