Best place for static resources in Laravel

I have an application in Laravel, and I have to manage an specific file (cacert.pem) for SSL functionality.

In my case, if I check previous quetions, they suggest several places (vendor, public, php, ...).

But I'm wondering: Where is the correct place for placing these files?

I'm thinking in create an specific vendor (private for my app) or create in resource subdirectory.

Any comments/suggestion?
