I need logic for region wise distribution to restricted area eg Delhi MCD 100 shall be added up in the bill

Iam developing an CAB App in which i need the logic for the problem as now places are charging region wise distribution like for MCD only for Delhi NCR as any vehicle no matter what crosses particular area an automatic amount of Rs. 100/- shall be added up in the bill. Areas to be covered are Noida,Gurgaon,Faridabad, Ghazibad.

searched the google but no success

i just need to make the invoice to have add of 100 rs if location coordinate are in Delhi and it should be on time of booking the CAB so that it will be fair with user
