Laravel: Is there a way to make WhereNotIn to ignore a specific column?

I'm working on Bus Reservation System, and iam specificly at Edit Reserved Seat.

The scenario Iam planing is that i want to exclude Riders that already took a seat except the editing one.

So far so good, I can now exclude all Riders that took a seat already like this:

then i worked on my own but nothing comes out right... and here what I've tried:
