Laravel 5.2 error handler never fires for 404?

Fresh Laravel install.

I have no routes and want it to simply go to the error handler in app/Exceptions/Hnadler.

return response([]);

Nothing fires, it returns with a 404 response, but it's completely blank no matter what I put in the response?
