Group by districts in postgreSQL?

I have one table where i have Districts and Regions. What i want is to display something like this:

District1  
 --Region1  
 --Region2 
District2  
 --Region3  
 --Region4

Problem is that group by in postgreSql not working. Is there any other solution?
