Getting results with priority

I've Content and Tags models and I would like to query database for Content with publication_id and if there aren't 4 publications, I want to query by tags.

So for example, if there are two matching publication_id, I want fill next two records with querying by tags.

How can I achieve this using Eloquent of Laravel?
