php artisan make:controller *** --resource not working on laravel

When I try to create a controller using --resource I get the following error PHP Parse error: Syntax error, unexpected T_STRING on line 1

Creating controllers without --resource works just fine.

I am using PowerShell on Windows 10 if that matters.

Any clues why is this happening?
