Streaming Using IP Cam / CCTV Cam with Back End Laravel 5.5 or Node JS

about live streaming. so here is the flow

1. User press button from ios / android, example request streaming video

2. Backend give the url from the camera that still live streaming or if the camera is off send data, to ios / android, ex: livestream ended. (I use IP Camera or like CCTV Cam for the live streaming)

The problem is how to connect ip cam / cctv cam to my backend (i use php / node js for my backend) ?

Or what the technology to do like i want ? is that possible or not ?
