Is there a way using angular2+ to subscribe to a laravel5.8 api route for dynamically changing mySQL data?

I'm creating this simple messaging project containing a laravel5.8 server and an Angular7 PWA and I understand using other backends with a noSQL data structure, Angular is able to subscribe to the data pool and pull changes to the data as it's being updated, deleted, created etc.

I'm toying around with Laravel Observers and Resources attempting to recreate this with a mySQL DB but so far no luck.

Does anybody have any idea of how this could be achieved? Thanks in advance
