Is we can set up cron job in laravel by filling the form by end user,who gonna use my website

Hope you all are good...I need to know how to add data into database with time schedule by end user.e.g User open the form and set date and time and select what to insert ..just like we set alarm in our mobile it rang exactly at the same time when the time comes up....I need my system insert data into database at particular time. In my case in expense management system, if user daily fuel his car at 7 morning than system automatically add fuel price with date and time into database that once set by user in html form.similarly every user have different scenario what he needs set to add data in at any time automatically. how should i connect/link form with cron job ? Give me the solution in steps that should I follow to achieve this functionality..... thankyou...
