Is it possible for bad internet connection to affect how your program code behave?

I maintain a website built on laravel and i notice that the codes in a transaction will work all the time locally and even my test runs always without failing. But at on rare occassions, the code does not complete executions for example some part of the code in the transaction does not get executed. Could this be a network issue?
