Laravel Whoops, looks like something went wrong appears twice [duplicate]

From time to time I am noticing that the error message "Whoops, looks like something went wrong." appears twice, one below the other. Debugging is on, so it is weird that it doesn't show the error, but in the logs it says that exception 'RuntimeException' with message 'No supported encrypter found. The cipher and / or key length are invalid.'

I've updated the key a couple of times already, but this is still appearing. Anyone ever see this before?
