Laravel 5 php artisan error MimeTypeGuesser

I am trying to run the following command:

php artisan make:migration create_users_table

but it results in the following error

[ErrorException]
The use statement with non-compound name 'MimeTypeGuesser' has no effect

this error is the result for any artisan command I try to run.
