How to sync database between desktop and web app

I am building an application which runs offline and also have a web portal. Desktop app is built in node js using electron and has a database on locally while we portal with same functionality have a database on server. Main purpose is to provide users to work offline if they are not connected to internet for any reason. Is there any best practice to handle sync and conflicts. Web backend is built in larave
