laravel-dompdf thai language(utf8) not working

I'm trying to create PDF with correct characters, but there are "?" characters where there is thai language. Can I configure this to show thai language?

I already added <meta http-equiv="Content-Type" content="text/html; charset=utf-8"/>

It still doesn't work.
