Any difficulties with sql query

Good Morning. I need an advice with knowledge of sql. I have a table in which I insert values each 30 minutes. With this data I want to draw graph. I want to get 20 changed values that have been inserted at the end with this kind of principe.... sequently compare if equal then ignore else get..Thanks in advance... enter image description here
