Laravel 5.6: Task Scheduling using Xampp in Windows 7

I just create a command to send an email in my Laravel project, I used it with the command console and it worked fine. I am using Xampp in Windows 7. The idea is to create a cronjob so the command it execute every minute. I would like to set the cronjob using the command console or a .bat file. The kernel is already configurated.
