Laravel 5.7 - optimum settings for php.ini and my.cnf

what is optimum settings for the file php.ini and my.cnf for laravel 5.7, I have plan to host my app and here is my vps spesification :

2 GB Memory

4 Core Processor

40 GB SSD Disk

I hope the optimum settings is not only based my current vps specs, because maybe someday I will upgrade my server on the future, any help will be appreciated
