Set fields inside repeater field dynamic base on user need, is there a way??

i want to create dynamic fields inside repeater field, so user can define fields and labels and also how many fields user want to have it..

this my repeater field

so i need to create each field label to be customized by user and also the number of fields can be adjust by user.. how can i do that, is it possible?
