localhost:8000 not working it's just loding like infinite?

I'm working on laravel 5.6 and i download code from server and setup successfully in localhost. if run cmd php artisan serve then it's work correctly but now i open browser and type localhost:8000 or 127.0.0.1:8000 and open my project on browser then browser buffering of that page is like infinite.
