Apache not creating user session in laravel/storage

I have Laravel 5.6 App on Centos 7 with Apache 7.3 and Apache 2.4.

I'm getting Token Mismatch Exception on Login Page

I tried to enable SELinux

[root@e-records erecords]# sestatus

My issue is exactly as described in the first answer of This question

and I applied his solution but it didn't work

Why Apache not creating sessions?
